Who we are
Base31 is led by PEC Community Partners, an Ontario-based group of community builders including CaraCo Group of Companies, DECO Communities, Fieldgate Homes, Paradise Developments, PEC Placemaking, and Rockport Group. Together, they bring expertise across complete community development, mixed-use residential projects, infrastructure, heritage revitalization, and creative placemaking to guide the long-term transformation of this historic site in Prince Edward County.
