Base31 and Habitat for Humanity Prince Edward-Hastings announce plans to advance affordable homeownership in Prince Edward County

Base31 and Habitat for Humanity Prince Edward-Hastings have announced a new partnership to advance affordable homeownership in Prince Edward County. As the first initiative under the partnership, the organizations are planning affordable homeownership townhouses within Hilltop Village, the first residential village planned at Base31. The initial homes will establish a foundation for a broader partnership focused on creating more affordable homeownership opportunities at Base31 over time.

The collaboration advances Housing for All, one of the central pillars of the Base31 master plan developed through extensive community consultation. It reflects a shared commitment to creating more attainable pathways to homeownership and ensuring that a range of housing choices is integrated into the future community from its earliest stages.

Under the plan, Base31 will make a designated block of townhouse lots available to Habitat for Humanity PEH. Base31 will lead the exterior construction while Habitat will fit out the interiors, and select and support qualifying homeowners through its established affordable homeownership program. Base31 will contribute townhouse designs and provide development, trade-coordination, scheduling and site-logistics support.

The Habitat homes will be part of Hilltop Village, which is planned to include a mix of home types and tenures, including rental and ownership opportunities, as well as homes designed to support people at different stages of life.

“The community helped shape the vision for Base31, and one of the clearest priorities we heard was the need for more housing choices for people at different stages of life and at different income levels,” said Alexandra De Gasperis, Partner, Base31. “Integrating affordable homeownership opportunities into Hilltop Village is one way we are delivering on that commitment. We are proud to take this first step with Habitat for Humanity Prince Edward-Hastings and look forward to exploring how the partnership can grow over time.”

"Affordable homeownership offers families more than a place to live — it provides stability, security, and the chance to build equity for their future," said Hazzem Koudsi, CEO, Habitat for Humanity Prince Edward-Hastings. "By bringing together Habitat's affordable homeownership program with Base31's land and development expertise, this collaboration creates real opportunities for local families to stay rooted in the community they're already part of — helping children grow up with the stability they need to thrive, and building better futures for generations to come."

The initial homes will move forward as part of the development of Hilltop Village and establish a foundation for the organizations to pursue further affordable homeownership opportunities across the Base31 master plan. Details about project timing and Habitat for Humanity PEH’s homeowner application process will be shared as the work progresses.
