Building a place that creates lasting value for Prince Edward County
Strong communities are built through shared responsibility; over time, by people who care.
At Base31, our role is to be a true partner in Prince Edward County. That means looking beyond our own property lines and working alongside local organizations, residents and community leaders on the issues that matter to the community.
We begin by listening, understanding local needs and responding where we can—creating opportunities, experiences and amenities that deliver lasting value not just within Base31, but across Prince Edward County.
As Base31 continues to evolve, we ask a simple question when making decisions about the site, our investments and our partnerships: How does this benefit the community?
Our community commitment is grounded in four areas: creating places where people belong; investing in people, families and wellbeing; strengthening community foundations; and planning for the long term.

Communities are stronger when people have welcoming and accessible places to gather.
Base31 is being shaped as a place where residents, organizations, businesses, artists and visitors can come together.
HOW WE'RE SHOWING UP TODAY
We provide affordable and subsidized access to Base31's arts, cultural and event spaces for local organizations, schools, nonprofits and community groups.
Through hundreds of programmed events and activities each year—including free live music and cultural experiences, recreation, concerts, festivals, markets, exhibitions, learning opportunities and community-led programming—Base31 creates experiences that bring people together and contribute to the cultural life of Prince Edward County.
Beyond programmed events, Base31 also provides everyday spaces and experiences for people to gather, connect and explore the site, including the Fairgrounds Pickleball courts, community gardens at the Children’s Sensory Garden and Aviator Garden, the free B31 x Oeno Gallery Art Walk, and self-guided historic audio tours that bring the site’s rich history to life.
We also provide free and reduced-cost space, storage and operational support to local charities, nonprofits, community organizations and emergency services—helping organizations access the space and infrastructure they need to serve the community. This includes support for organizations such as the Prince Edward Radio Club and Alternatives for Women, as well as storage for community assets including the Wellington Rescue Boat and Santa Claus Parade float.
PLANNING AHEAD
As Base31 grows, parks, open spaces and walkable streets will remain central to how new neighbourhoods are designed.
Future plans include community amenities within walking distance of homes, restored heritage buildings adapted for new community and commercial uses, and spaces designed to help local artists and businesses establish themselves and grow.
Our goal is to create a place that feels connected to the County around it—not separate from it.
Listening to Prince Edward County
Our role is not simply to determine what Base31 should become. It is to understand how the evolution of this site can contribute to the community around it.
That means listening to local priorities, working with community organizations and municipal partners, and adapting as needs evolve.
Community input has already influenced the future of Base31. At our 2023 Idea Fair, we heard about the need for a broader range of housing options for workers, families, seniors, creatives and people at different stages of life. That feedback has helped inform the mix of housing planned at Base Living and identified priorities including walking trails and loops, community gardens and recreational amenities that are now reflected in neighbourhood planning.
As planning progressed, feedback from early Base Living registrants provided further direction on parks and public spaces, with walking trails and loops emerging as a top priority, followed by community gardens and recreational amenities. Those priorities are reflected in the plans for the Hilltop neighbourhood and its central park that welcomes everyone from the Prince Edward County community.
Our partnerships with organizations working in childcare, housing, healthcare, transportation, economic development and community services also help us understand where Base31 can contribute—and where working together can create greater impact.
We won't have every answer at once. Base31 will continue to evolve over time, and so will our community commitments.
Listening, partnership and continued engagement will remain part of that process.
Building the future together
Base31 has an opportunity to preserve an important part of Prince Edward County's history while creating something that serves its future.
That means more than buildings.
It means places to gather.
Arts, culture, food, wellness and experiences that bring people together.
Preserving and sharing the history of this place.
More housing choices.
Services families need.
Space for businesses and organizations to grow.
Support for community infrastructure.
Parks, trails and public spaces people can enjoy.
And an economy that provides more opportunities throughout the year.
As Base31 grows, we will continue to share our progress, highlight the organizations helping make this work possible and update this page as new initiatives and milestones are reached. The measure of Base31's success won’t just happen within our property lines. It will also be the value we help create for Prince Edward County.
